Up to 500,000 vulnerable people, including carers, widows and war veterans, are estimated to have been summonsed to court for failing to pay their council tax after the government cut benefits to help those on low income, according to figures collated by Labour.

Hillary Benn, the shadow local government secretary, said the figures showed that David Cameron had imposed a disastrous new poll tax on the poor, many of whom now face the threat of prison: "Disabled people should not be facing seizure of their possessions or even the threat of prison, simply because this poll tax is penalising them for being poor."

A Labour survey showed that 156,563 vulnerable people were summonsed to court between April and September after support for the means-tested council tax benefit was cut by £500m, around 10% of the total. The government also instructed local authorities to decide how the reduced benefit should be distributed.

Labour made freedom of information requests to all 326 councils in England to ask how many people have been paying council tax for the first time or paying increased council tax since April, when the changes were introduced.

The party then asked how many of the people in this group have received courts summons. Just over a third of the councils, 112, reported that 156,563 people in this group had been summonsed to court. Labour calculates that 455,710 people would have been found to have received summonses had all 326 councils replied.

Benn said: "David Cameron boasts about keeping council tax down, but last April he deliberately imposed a council tax increase on people on the lowest incomes, including hundreds of thousands of low-paid workers. To introduce it on the very same day that he cut taxes for millionaires shows exactly whose side he is on. The failure of this government to identify the number of people affected or to monitor the costs to the courts of all these summonses is negligent and irresponsible. "

Brandon Lewis, the local government minister, said: "This shoddy survey is contradicted by official statistics, which show arrears have fallen in the last year and the council tax collected has increased. In the last year of the Labour government, 3 million summons were issued for unpaid council tax.

Labour dismissed the Tory attack. Sources said the 3 million cited by the Tories covered all courts summons across all income groups — 27 million council tax payers. The Labour figures solely considered 2.6 million poorer people.Labour acknowledges that the highest number of courts summons will have occurred in councils under its control. But it says that Labour councils cover areas with higher levels of deprivation. The cuts in central government grants have hit Labour areas harder. West Oxfordshire Council, which covers Cameron's Witney constituency, has seen its grant increase by 1%. Leeds, where Benn sits as an MP, has seent its grant cut by 5.6% in the last year.

At 300 lbs dry and producing 200hp, the Crighton Racing CR700P should catch your attention right away. Diving deeper into the machine, the CR700P’s 700cc twin-rotor rotary engine should further pique your interest — and then of course there is the Crighton Racing’s interesting past.


Astute observers will note that the Crighton Racing CR700P looks exactly like the Norton NRV588, and that is because of the involvement of Brian Crighton in both projects. A continuation of the project that started out in the Norton Motorcycles R&D laboratory in 1986, the Crighton Racing CR700P is the realization of Crighton’s dream to build a rotary-powered motorcycle that can top the very best racing bikes in the world.


For a bit of back story, Crighton’s work at Norton eventually evolved into the NRV588 project by the time 2006 hit the calendars. Finding rotary engines banned in virtually every racing league, and watching Norton Motorcycles go a different direction with its brand, the 700cc project was spun out of Norton and into Crighton’s own marque, Crighton Racing.


Now debuting the 700cc iteration of the twin-rotor machine, the Crighton Racing CR700P revives our rotorlust, and looks bonkers both on paper and on video.


The frame is still the SPONDON number from the NRV588 days, with the rest of the chassis being fairly “normal” with its Brembo/AP Racing brakes and Bitubo suspension pieces. The showcase element is of course the Rotron RT700 Twin Rotor Rotary engine.


Making 200 hp at 11,000 rpm and 100 lbs•ft of torque at 9,500 rpm, the Crighton Racing CR700P is easily in liter-bike territory with its engine output, though it is a bit peaky, as rotaries tend to be. We imagine the CR700P is a bit like a 500cc two-stroke in its power delivery, a thought that seems to be confirmed by the company’s video below. “Fucking quick” is the phrase, is it? The FCC's approval process can be incredibly secretive, since most companies prefer not to leak out any information that could give away the identity of their star products. Sony, on the other hand, is typically the most liberal when it comes to letting us in on the scoop, and its latest device is no exception. In this case, the T-Mobile version of the Xperia Z was spotted with a full spread of external and internal photos along with a detailed user manual (which also gives away the model, carrier association and features such as WiFi calling). If you're still in denial for any odd reason, the docs confirm the inclusion of AWS LTE (band 4) and pentaband HSPA+. T-Mobile still hasn't confirmed that Sony's flagship is coming to its smartphone lineup, but we likely won't have to wait very long before we get an official announcement from the Uncarrier. Glaciers will melt faster than ever and loss could be irreversible warn scientists

Mar. 7, 2013 ? Canada's Arctic Archipelago glaciers will melt faster than ever in the next few centuries. Research by European funded scientists has shown that 20 per cent of the Canadian Arctic glaciers may have disappeared by the end of this century which would amount to an additional sea level rise of 3.5 cm.

The results of the research, part of the EU funded ice2sea programme, will be published in Geophysical Research Letters this week, and the paper is now available online.

The researchers developed a climate model for the island group of the north of Canada in which they simulated the shrinking and growing of glaciers in this area.

The researchers show that the model correctly "predicted" the ice mass loss measured over the last ten years and then used the same model to project the effect of future climate change on Canada's Arctic Archipelago glaciers.

The most important result of the research is it shows the probable irreversibility of the melting process, according to lead author Dr Jan Lenaerts of Utrecht University who says, "Even if we assume that global warming is not happening quite so fast, it is still highly likely that the ice is going to melt at an alarming rate. The chances of it growing back are very slim."

One of the main reasons for the irreversibility lies in the fact that snow melting on tundra, and sea ice loss from around the glaciers, actually reinforce regional warming, with significant consequences on the glaciers of Northern Canada. Snow and sea ice reflect the sunlight, and when the snow and sea ice have disappeared, a large part of the sunlight will be absorbed by the land and the sea, which will significantly increase the local temperature.

In one scenario 20 per cent of volume of the glaciers disappears by the end of this century. In this scenario the average global temperature increases by 3 degrees Centigrade but the rise in temperature around Canadian ice caps is 8 degrees Centigrade. Dr Lenaerts emphasises this is not an extreme scenario.

Canada's Arctic Archipelago glaciers represent the third largest ice body in the world after Greenland and the Antarctic. Should the Canadian ice caps melt completely, the global average sea level will rise by 20 centimetres. Since the year 2000 the temperature in this area has risen by 1 to 2 degrees Centigrade and the ice volume has already significantly decreased. If a fifth of the Canadian ice caps have melted by the end of this century, this leads to an additional sea rise of 3.5cm.

Co-author Professor Michiel van den Broeke of Utrecht University says , "Most attention goes out to Greenland and Antarctica which is understandable because they are the two largest ice bodies in the world. However, with this research we want to show that the Canadian ice caps should be included in the calculations."

Professor David Vaughan programme leader of ice2sea, who is based at the British Antarctic Survey in Cambridge, says, "The Canadian archipelago is an area where climate is changing rapidly, and the glaciers here contain enough ice that we should not ignore their contribution to sea-level rise. Added to glaciers in Alaska, the Russian Arctic and Patagonia, these apparently small contributions add up to significant sea-level rise. A key success of this study was in showing that the model performed well in reproducing recently observed changes. That success gives us confidence in how the model predicts future changes."
