Diseases of aging map to a few 'hotspots' on the human genome

Researchers have long known that individual diseases are associated with genes in specific locations of the genome. Genetics researchers at the University of North Carolina at Chapel Hill now have shown definitively that a small number of places in the human genome are associated with a large number and variety of diseases. In particular, several diseases of aging are associated with a locus which is more famous for its role in preventing cancer.

For this analysis, researchers at UNC Lineberger Comprehensive Cancer Center catalogued results from several hundred human Genome-Wide Association Studies (GWAS) from the National Human Genome Research Institute. These results provided an unbiased means to determine if varied different diseases mapped to common 'hotspot' regions of the human genome. This analysis showed that two different genomic locations are associated with two major subcategories of human disease.

"Our team is interested in understanding genetic susceptibility to diseases associated with aging, including cancer," said PhD student William Jeck, who was first author on the study, published in the journal Aging Cell.

The team examined the large NHGRI dataset and first eliminated hereditable traits such as eye or hair color and other non-disease traits like drug metabolism. The group then focused on variants identified from GWAS that contributed to actual diseases. Combining results from all of these studies, there was enough data to arrive at statistically valid conclusions. The team then mapped the disease associations to the appropriate locations of the genome, counting the number of unique diseases mapping to specific genomic regions, in order to see if disparate diseases mapped randomly throughout the genome, or clustered in hotspots.

"What we ended up with is a very interesting distribution of disease risk across the genome. More than 90 percent of the genome lacked any disease loci. Surprisingly, however, lots of diseases mapped to two specific loci, which soared above all of the others in terms of multi-disease risk. The first locus at chromosome 6p21, is where the major histocompatibility (MHC) locus resides. The MHC is critical for tissue typing for organ and bone marrow transplantation, and was known to be an important disease risk locus before genome-wide studies were available. Genes at this locus determine susceptibility to a wide variety of autoimmune diseases such as arthritis, celiac disease, Type I diabetes, asthma, psoriasis, and lupus," said Jeck.

"The second place where disease associations clustered is the INK4/ARF (or CDKN2a) tumor suppressor locus. This area, in particular, was the location for diseases associated with aging: atherosclerosis, heart attacks, stroke, Type II diabetes, glaucoma and various cancers." he added.

"The finding that INK4/ARF is associated with lots of cancer, and MHC is associated with lots of diseases of immunity is not surprising?these associations were known. What is surprising is the diversity of diseases mapping to just two small places: 30 percent of all tested human diseases mapped to one of these two places. This means that genotypes at these loci determine a substantial fraction of a person's resistance or susceptibility to multiple independent diseases," said Ned Sharpless, MD, Wellcome Distinguished Professor of Cancer Research and Associate Director of Translational Research at UNC Lineberger.

Another interesting finding was the apparent role of two biological processes in multi-disease association. In addition to the MHC and INK4/ARF loci, five less significant hotspot loci were also identified. Of the seven total hotspot loci, however, all contained genes associated with either immunity or cellular senescence. Cellular senescence is a permanent form of cellular growth arrest, and it is an important means whereby normal cells are prevented from becoming cancerous. It has been long known that senescent cells accumulate with aging, and may cause aspects of aging. This new analysis provides evidence that genetic differences in an individual's ability to regulate the immune response and activate cellular senescence determine their susceptibility to many seemingly disparate diseases.

"We call the absence of disease 'wellness', and our results suggest the genetics of wellness may be much more simple than previously suspected. Put another way, these unbiased data from about two million people suggest that your eccentric Uncle Joe, who drank and smoked, but who also lived to be 110 and was never sick a day in his life?well Uncle Joe may have just been genetically fortunate at a couple of loci," said Sharpless.

Sony has done a nice job distinguishing its products from the sea of monotonous slate tablets. Its two previous efforts, the Tablet S ?and Tablet P, both featured unique designs that set them apart. Unfortunately, that didn't make them usable. The Sony Xperia Tablet S ($399/16GB list) builds on the original Tablet S's magazine-like form factor, but updates the internal components to better compete with current high-end tablets. The end result is a great combination of solid design and fast performance, although it's expensive for a tablet without a high-res screen.

Design and Features
The Xperia Tablet S looks and feels like a classier and more subdued take on Sony's first tablet. It still has the rolled-over edge, but the tapered wedge shape is gone. Instead, the tablet has a flat, brushed-aluminum back that resembles an Apple iPad??with black plastic wrapped around one end. The Xperia Tablet S measures 9.45 by 6.87 by 0.35 inches (at its thinnest point) and weighs 1.26 pounds. It's lighter than the Tablet S but not as well-balanced, making it slightly less comfortable to hold. Still, the unique design keeps the Xperia Tablet S better-balanced in the hand than most Android tablets.?

The rolled edge leaves two slightly recessed areas on the left and right sides. In the left recess is a 3.5mm headphone jack and a removable flap that covers a full-sized SD card slot, a boon for photographers. The right recess is home to Power and Volume buttons. Along the bottom edge is a removable flap for the proprietary docking port connector, flanked by two metal speaker grilles. Sony claims the tablet's enclosure can withstand some water, but this is not waterproof, so do not dunk the tablet in water. The splashproofing?explains why there are removable flaps on the ports, but the docking port flap is not attached like the SD card flap, meaning it'll be easy to misplace.?The speakers get loud by tablet standards, and while they aren't quite as harsh at top volume as many other tablets, they still lack any serious bass response, making music sound thin and tinny. An included dongle converts the docking port into a full-sized HDMI port. I would have preferred a dedicated HDMI out, even if only a micro.

Front and center is a 9.4-inch 1,280-by-800-pixel LCD, which is well below the 1,920-by-1,080-pixel displays we've been seeing on some high-end Android tablets like the Asus Transformer Pad Infinity TF700 . We wouldn't be complaining if this wasn't a premium-priced tablet. Still, the screen on the Xperia Tablet S is perfectly sharp for most uses, with deep blacks, good contrast, and vibrant colors. It's about on par with the IPS display on the less expensive Asus Transformer Pad TF300.

This is a Wi-Fi only tablet that connects to 802.11b/g/n networks on both 2.4GHz and 5GHz bands. On a number of occasions I noticed the Xperia Tablet S had trouble reacquiring a previous connection after resuming from sleep. Sometimes this would resolve itself after a slight delay, but other times I had to reset the tablet to fully fix the issue. There's also Bluetooth 3.0 on board, but while it was easy to pair with headphones and speakers, I noticed a bit of audio delay during video playback. There is no GPS.

The 8-megapixel camera on the back of the Xperia Tablet S does a good job at keeping image noise to a minimum, but details appear waxy and lack the sharpness you'd find with any decent point-and-shoot or even most high-end smartphones. Video, even at 1080p resolution and a steady 30 frames per second indoors and out, looks pretty awful, with slow autofocus and frequently fluctuating auto-exposure. The front-facing 1-megapixel camera is even worse, but is at least serviceable for Skype calls.

Sony also sells a docking stand and a keyboard cover for the Xperia Tablet S. The docking stand ($99.99 direct) looks like the base of a desk lamp, similar to older iMacs, and charges, syncs, and provides HDMI out for the tablet when docked. The keyboard cover ($99.99) looks like a simple leather folio case, but inside is a flat touch keyboard built into the case. Unfortunately, the keys have no give to them. You might as well be using the on-screen keyboard.

Performance, Software, and Apps
Powering the Xperia Tablet S is the nearly ubiquitous quad-core Nvidia Tegra 3 processor, here clocked at 1.4GHz and paired with 1GB RAM. The base model comes with 16GB of storage for $399.99, but you can upgrade to 32 or 64GB for $499.99 and $599.99 respectively. Performance matches up well with Tegra 3 devices like the Transformer Pad TF300. Apps run smoothly and launch without delay, and high-end games play great on the Xperia Tablet S.

iPhone 5 launch draws Apple fans across Asia

(AP) ? In a now familiar global ritual, Apple fans jammed shops from Sydney to Tokyo to pick up the tech juggernaut's latest iPhone.

Eager buyers formed long lines Friday at Apple Inc. stores in Australia and Japan to be the first to get their hands on the latest version of the smartphone. In Hong Kong and Singapore, buyers had to sign up online for the chance to pick up the device at a prearranged time. The first customers in Hong Kong were greeted by staff cheering, clapping, chanting "iPhone 5! iPhone 5!" and high-fiving them as they were escorted one-by-one through the front door.

The smartphone is also being launched in the U.S., U.K., Canada, France and Germany. It will go on sale in 22 more countries a week later. The iPhone 5 is thinner, lighter, has a taller screen, faster processor, updated software and can work on faster "fourth generation" mobile networks.

Order numbers indicate the iPhone 5 has overcome initial lukewarm reviews. Apple received 2 million orders in the first 24 hours of announcing its release date, more than twice the number for the iPhone 4S in the same period when that phone launched a year ago.

In a sign of the intense demand, police in Osaka, Japan, were investigating the theft of nearly 200 iPhones 5s, including 116 from one shop alone, Kyodo News reported.

Analysts have estimated Apple will ship as many as 10 million of the new iPhones by the end of September.

Some Australian fans went to extremes to be among the first by arriving at Apple's flagship store in downtown Sydney on Tuesday ? three days ahead of the release.

Todd Foot, 24, nabbed the coveted first spot and spent about 18 hours a day in a folding chair and catching a few hours' sleep each night in a tent on the sidewalk.

Foot's dedication was largely a marketing stunt, however. He writes product reviews for a technology website that will give away the phone after Foot reviews it.

"I just want to get the phone so I can feel it, compare it and put it on our website," he said while slumped in his chair.

In Singapore, which doesn't have an Apple store, Liu Ting Ting waited 12 hours to be the first of 10,000 people in the Southeast Asian city-state granted the opportunity to buy one at a Singapore Telecommunications launch-day event.

"I have this I-need-to-be-first mentality because this is the first time I'm buying an iPhone," said Liu, who is dumping her Blackberry because she believes the iPhone 5's photo and video capabilities will help with her journalism studies.

"If I wasn't the first, I would have gone home," she said.

Not everyone lining up outside Hong Kong's Apple store was an enthusiast. University student Kevin Wong, waiting to buy a black 16 gigabyte model for 5,588 Hong Kong dollars ($720), said he was getting one "for the cash." He planned to immediately resell it to one of the numerous grey market retailers catering to visiting mainland Chinese buyers. China is one of Apple's fastest growing markets but a release date for the iPhone 5 there has not yet been set.

Mainland Chinese, who like to shop in Hong Kong because there's no sales tax and because of the strength of the yuan, will probably buy it from the resellers "at a higher price ? a way higher price," said Wong, who hoped to make a profit of HK$1,000 ($129).

Tokyo's glitzy downtown Ginza district not only had a long line in front of the Apple store, but another across the main intersection at Softbank, the first carrier in Japan to offer iPhones.

Hidetoshi Nakamura, a 25-year-old auto engineer, said he's an Apple fan because it's an innovator.

"I love Apple," he said, standing near the end of a two-block-long line, reading a book and listening to music on his iPod.

"It's only the iPhone for me."

The 54-year-old diagnosed with Stage II breast cancer after she found her own 3-centimeter lump.?

"I was laying in bed," she told Anchor Molly Grantham.? "And I said, ?Okay, God.? If I'm going to have to go through this, then please help me get through this.'"

A lumpectomy, chemo and 36 rounds of radiation later, Venessa is a survivor.? She has been for over a year.

"I didn't cry till I got finished with it all," she told Anchor Molly Grantham.? "Once I got through it then I cried.? Then I became thankful and I became?I don't know.? That's when I really started appreciating the moment.? I just returned from the beach this week.? I was sitting there on the beach, with the sun coming up at 7:00 in the morning and I realized, there's so much more to life than this little cancer slice I've been living.? Life is so much bigger."

Mr. Obama currently leads against Republican challenger Mitt Romney in eight out of nine states where the two are in tight contests, according to an average of state-level polls compiled by the website RealClearPolitics.

These swing states, which are poised to decide the election outcome, include Colorado, Florida, Iowa, Nevada, New Hampshire, North Carolina, Ohio, Virginia, and Wisconsin. Among those, North Carolina is the one where Mr. Romney currently has an edge.

The president appears to be faring well despite obvious economic problems that persist on his watch:

  • The US unemployment rate is 8.1 percent. The last time a president won reelection with an unemployment rate above 8 percent was Franklin Roosevelt ? further back than the Labor Department can go with its monthly histories of the unemployment rate.
  • Although job growth has been positive during the past two years, the nation has fewer jobs now than when Obama took office.

But part of the answer is more mundane: Obama's position in the polls may not be that surprising after all. By some measures, it matches up pretty well with the economic signals that swing-state voters are receiving in their paychecks, in the help-wanted ads, and in local real estate markets.

Ray Fair, a Yale University economist who has created a model designed to predict election outcomes based on economic performance, says current conditions suggest a close election, not one tilted obviously against the incumbent. And although Obama may be up in swing-state polls for now, his edge remains vulnerable.

"The election is too close to call," Mr. Fair says, citing the numbers in his model and noting that they are fairly consistent with what opinion surveys show. His model currently suggests that Obama will get 49.5 percent of all two-party (Romney or Obama) voters, with a margin of error of about 2 percentage points.

Cause of chemotherapy resistance in melanoma found

ScienceDaily (Sep. 17, 2012) ? Researchers with UC Irvine's Chao Family Comprehensive Cancer Center have identified a major reason why melanoma is largely resistant to chemotherapy.

UCI dermatologist Dr. Anand Ganesan and colleagues found a genetic pathway in melanoma cells that inhibits the cellular mechanism for detecting DNA damage wrought by chemotherapy, thereby building up tolerance to cancer-killing drugs.

Targeting this pathway, comprising the genes RhoJ and Pak1, heralds a new approach to treating the deadly skin cancer, which claims nearly 10,000 U.S. lives each year. Study results appear online in Cancer Research, a journal of the American Association for Cancer Research.

"If we can find a way to turn off the pathway responsible for this resistance, melanoma tumors would suddenly become sensitive to therapies we've been using for the last 20 years," said Ganesan, assistant professor of dermatology and biological chemistry at UCI.

In pursuit of a cause for the chemo tolerance, he and his colleagues performed a genome-wide scan for genes controlling drug resistance in melanoma cells. Their search identified RhoJ, a gene normally involved in blood vessel growth. They saw that in response to drug-induced DNA damage in a melanoma cell, RhoJ activated another gene, Pak1, which initiated a molecular cascade suppressing the cell's ability to sense this damage -- and blocking the apoptosis process.

"Normally, such drug-induced DNA damage would result in cell death," Ganesan said. "But this blunting of DNA damage response allows melanoma cells to mutate and proliferate. Being capable of rapid adaptation and change is a hallmark feature of this challenging form of cancer and makes it very difficult to treat."

On the heels of this discovery, he and colleagues have begun exploring methods to inhibit the genes responsible for this DNA damage tolerance. What they come up with could one day supplement chemotherapy treatments for melanoma, Ganesan added.

Hsiang Ho, Jayavani Aruri, Rubina Kapadia and Hootan Mehr of UCI and Michael A. White of the University of Texas Southwestern Medical Center at Dallas participated in the study, which received support from the National Institutes of Health, the University of California Cancer Research Coordinating Committee, the American Cancer Society, Outrun the Sun Inc. and the Robert A. Welch Foundation.

Chicago mayor: Court must end teachers' strike

CHICAGO (AP) ? Mayor Rahm Emanuel asked a state court Monday to force Chicago school teachers back to work and end a weeklong strike he calls illegal.

Emanuel spokeswoman Sarah Hamilton said city attorneys asked the Cook County Circuit Court to force Chicago Teachers Union members off the picket line and back into classrooms.

In a statement Sunday, Emanuel had called the strike illegal because it endangered students' health and safety, and concerned issues ? such as evaluations, layoffs and recall rights ? that state law says cannot be grounds for a work stoppage.

The union and school leaders had seemed headed toward a resolution at the end of last week, saying they were optimistic students in the nation's third-largest school district would be back in class by Monday. But teachers uncomfortable with a tentative contract offer decided Sunday to remain on strike, saying they needed more time to review a complicated proposal.

Emanuel fired back, saying he told city attorneys to seek a court order forcing Chicago Teachers Union members back into the classroom.

Teachers on the picket line at Mark T. Skinner West Elementary School on Chicago's near West Side declined to comment before the lawsuit was filed Monday as the possibility of legal action loomed over them.

The strike is the first for the city's teachers in 25 years and has kept 350,000 students out of class, leaving parents to make other plans.

Working mom Dequita Wade said that when the strike started, she sent her son 15 miles away to a cousin's house so he wouldn't be left unsupervised in a neighborhood known for violent crime and gangs. She was hoping the union and district would work things out quickly.

"You had a whole week. This is beginning to be ridiculous," Wade said. "Are they going to keep prolonging things?"

Months of contract negotiations have come down to two main issues central to the debate over the future of education across the United States: teacher evaluations and job security.

Union delegates said they felt uncomfortable approving the contract because they had seen it only in bits. The union will meet again Tuesday, after the end of Rosh Hashana, the Jewish new year.

"There's no trust for our members of the board," Chicago Teachers Union president Karen Lewis told reporters Sunday night. "They're not happy with the agreement. They'd like it to actually be a lot better."

Emanuel showed his frustration at the striking public school teachers in a written statement Sunday night.

"This was a strike of choice and is now a delay of choice that is wrong for our children," Emanuel said.

The strike has shined a spotlight on Emanuel's leadership more than ever, and some experts have suggested the new contract ? which features annual pay raises and other benefits ? is a win for union.

"I'm hard-pressed to imagine how they could have done much better," said Robert Bruno, a professor of labor and employment relations at the University of Illinois at Chicago. "This is a very impressive outcome for the teachers."

With an average salary of $76,000, Chicago teachers are among the highest-paid in the nation, and the contract outline calls for annual raises. But some teachers are upset it did not restore a 4 percent raise Emanuel rescinded last year.

Emanuel pushed for a contract that includes ratcheting up the percentage of evaluations based on student performance, to 35 percent within four years. The union contends that does not take into account outside factors that affect student performance such as poverty and violence.

The union pushed for a policy to give laid-off teachers first dibs on open jobs anywhere in the district, but the city said that would keep principals from hiring the teachers they think are most qualified.

The union has engaged in something of a publicity campaign, telling parents about problems that include a lack of important books and basic supplies.

Some parents said they remain sympathetic to teachers.

"I don't think they're wrong. The things they're asking for are within reason," said Pamela Edwards, who has sent her 16-year-old daughter to one of about 140 schools the district has kept open during the strike to provide meals and supervision.

Others said they understand why teachers are taking their time.

"As much as we want our kids back in school, teachers need to make sure they have dotted all their i's and crossed their t's," said Becky Malone, mother of a second grader and fourth grader, who've been studying at home and going to museums over the last week. "What's the point of going on strike if you don't get everything you need out of it? For parents, it'll be no more of a challenge than it's been in the past week."

Police in Cairo prevented stone-throwing protesters from getting near the U.S. Embassy, firing tear gas and deploying armored vehicles in a fourth day of clashes in the Egyptian capital. One person died there after being shot by rubber bullets.

President Barack Obama said Washington would "stand fast" against attacks on U.S. embassies around the world. He spoke at a somber ceremony paying tribute to four Americans ? including U.S. Ambassador Chris Stevens ? killed earlier this week when the U.S. Consulate in Benghazi, Libya, was stormed by militants who may have used protests of the anti-Muslim film to stage an assault on the 11th anniversary of the Sept. 11 terrorist attacks.

An elite Marine rapid response team arrived in Yemen's capital of Saana, where local security forces shot live rounds in the air and fired tear gas at a crowd of an estimated 2,000 protesters who were kept about a block away from the U.S. Embassy, which protesters broke into the day before.

In east Jerusalem, Israeli police stopped a crowd of about 400 Palestinians from marching on the U.S. Consulate to protest the film. Demonstrators threw bottles and stones at police, who responded by firing stun grenades. Four protesters were arrested.

Secretary of State Hillary Rodham Clinton had tried to pre-empt the violence a day earlier by saying the rage and violence aimed at American diplomatic missions was prompted by "an awful Internet video that we had nothing to do with."

Egyptian President Mohammed Morsi went on national TV and appealed to Muslims not to attack embassies. It was his first public move to restrain protesters after days of near silence and appeared aimed at easing tensions with the United States.

But the demonstrators came out after weekly Friday prayers. Many clerics in their mosque sermons urged congregations to defend their faith, denouncing the obscure movie "Innocence of Muslims" that was produced in the United States that denigrated the Prophet Muhammad.

In addition to countries where protests have occurred, U.S. embassies around the world, including in France and Austria, issued alerts Friday advising Americans to review their personal security measures and warning them that demonstrations may occur and may turn violent. Other embassies issuing alerts were those in Denmark, Mauritania and India. More than 50 U.S. embassies and consulates had released similar alerts Thursday.

Several thousand people battled with Tunisian security forces outside the U.S. Embassy in Tunis. Protesters rained stones on police firing tear gas and shooting into the air. Some protesters scaled the embassy wall and stood on top of it, planting the Islamist flag that has become a symbol of the wave of protests: A black banner with the Islamic profession of faith, "There is no god but Allah and Muhammad is his prophet."

Police chased them off the wall and took the flag down. Two protesters were killed and 29 people were wounded, including police.

Protesters also set fire to an American school adjacent to the embassy compound and prevented firefighters from approaching it. Thick columns of black smoke wafted through the neighborhood.

The heaviest violence came in Khartoum, Sudan, where a prominent sheik on state radio urged protesters to march on the German Embassy to protest alleged anti-Muslim graffiti on mosques in Berlin and then to the U.S. Embassy to protest the film.

"America has long been an enemy to Islam and to Sudan," Sheik Mohammed Jizouly said.

Soon after, several hundred Sudanese stormed into the German Embassy, setting part of a building aflame along with trash bins and a car. Protesters celebrated around the burning barrels as black smoke billowed into the sky until police firing tear gas drove them out of the compound. Some then began to demonstrate outside the neighboring British Embassy.

Several thousand then moved via a convoy of buses to the U.S. Embassy on Khartoum's outskirts. They clashed with Sudanese police, who fired on some who tried to scale the compound's wall. It was not clear whether any protesters made it onto the embassy grounds.

The police then dispersed the crowd with tear gas, starting a stampede. Witnesses reported seeing three protesters motionless on the ground, although there was no immediate word whether they were dead or alive.

Islamic militants waving black banners and shouting "God is great!" stormed an international peacekeepers' base in Egypt's Sinai and battled troops, wounding four Colombians, said a senior official with the multinational force. The base near the border with Gaza and Israel houses some 1,500 members of the force, including U.S. troops.

The official, speaking on condition of anonymity because he was not authorized to talk to the press, said it appeared the attack was connected to the wider protests in the region.

One protester was killed in the northern Lebanese city of Tripoli in clashes with security forces after a crowd set fire to a KFC and a Hardee's restaurant. Protesters hurled stones and glass at police in a furious melee that left 25 people injured, 18 of them police.

In his bid to head off the violence, Egypt's Morsi said "it is required by our religion to protect our guests and their homes and places of work."

He called the killing of U.S. Ambassador Chris Stevens in Libya unacceptable in Islam. "To God, attacking a person is bigger than an attack on the Kaaba," he said, referring to Islam's holiest site in Mecca.

Morsi's speech came after Obama spoke with him by telephone. The Obama administration has been angered by Morsi's slow response to the attack Tuesday night on the U.S. Embassy in Cairo, and the Egyptian made little more than vague statements about it for days without an outright condemnation of the security breach, in which police did nothing to stop protesters from climbing the embassy walls.

His silence reflected the heavy pressure that Morsi, a longtime figure from the Muslim Brotherhood, faces from Egypt's powerful ultraconservative Islamists. They are using the film issue to boost their own political prominence while challenging Morsi's religious credentials.

Leaders of Egypt's Jihad group, a former militant organization, held a conference in the Egyptian city of Alexandria and said anyone involved in "defamation" of the prophet should be killed. They called on Morsi to cut relations with U.S.

Several hundred people, mainly ultraconservatives, protested in Cairo's Tahrir Square and tore up an American flag. A firebrand ultraconservative Salafi cleric lambasted the film in his sermon, saying Muslims must defend Islam and its prophet.

"With our soul, our blood, we will avenge you, our Prophet," they chanted as police fired volleys of tear gas.

Soldiers opened fire to drive away young Muslims in the central Nigerian city of Jos, witnesses and authorities said, and demonstrators in the county's Muslim north burned a U.S. flag.

Hundreds of hard-line Muslims held peaceful protests against the film throughout Pakistan, shouting slogans and carrying banners criticizing the U.S. and those involved in the film. Police in Islamabad set up barricades and razor wire to prevent protesters from getting to the diplomatic enclave, where the U.S. Embassy and many other foreign missions are located.

About 1,500 protesters in Afghanistan's eastern city of Jalalabad shouted "Death to America" and urged President Hamid Karzai to cut relations with the U.S.

Mortgage rates unchanged, still near record lows

WASHINGTON -- The average rate on the 30-year fixed mortgage held steady this week, staying slightly above the lowest level on record. Low mortgage rates have aided a modest housing recovery.

Mortgage buyer Freddie Mac said Thursday that the rate on the 30-year loan was unchanged at 3.55 percent. In July, the rate fell to 3.49 percent, the lowest since long-term mortgages began in the 1950s.

The average on the 15-year fixed mortgage, a popular refinancing option, slipped to 2.85 percent, down from 2.86 percent last week. That's above the record low of 2.80 percent.

Cheap mortgages have helped lift the housing market. Sales of new and previously occupied homes are well above last year's levels. Low rates have also allowed people to refinance, which lowers monthly mortgage payments and helps boosts consumer spending.

Home prices are increasing more consistently this year, largely because the supply of homes has shrunk while sales have risen. And the number of Americans who owe more on their mortgages than their homes are worth declined in the second quarter.

Still, the housing market has a long way back. Home sales are below healthy levels. And many people are still having difficulty qualifying for home loans or can't afford larger down payments required by banks.

Mortgage rates are low because they tend to track the yield on the 10-year Treasury note. A weaker U.S. economy and uncertainty about how Europe will resolve its debt crisis have led investors to buy more Treasury securities, which are considered safe investments. As demand for Treasurys increase, the yield falls.

To calculate average rates, Freddie Mac surveys lenders across the country on Monday through Wednesday of each week.

The average does not include extra fees, known as points, which most borrowers must pay to get the lowest rates. One point equals 1 percent of the loan amount.

The average fee for 30-year loans was 0.6 point, down from 0.7 point last week. The fee for 15-year loans was changed at 0.6.

The average rate on one-year adjustable rate mortgages was steady at 2.61 percent. The fee for one-year adjustable rate loans also was unchanged, at 0.4 point.

The average rate on five-year adjustable rate mortgages fell to 2.72 percent from 2.75 percent. The fee declined to 0.6 point from 0.7.?

(AP) ? Educators in Los Angeles just signed a new deal with the city's school district. So, too, did teachers in Boston. Both require performance evaluations based in part on how well students succeed, a system that's making its debut in Cleveland.

So what's the problem in Chicago, where 25,000 teachers in the nation's third-largest district have responded to an impatient mayor's demand that teacher evaluations be tied to student performance by walking off the job for the first time in 25 years?

To start, contract agreements in other cities have hardly come quickly or with ease. They were often signed grudgingly, at the direction of a court or following negotiations that took years. And mayors and school officials have also won over reluctant teachers by promising to first launch pilot projects aimed at proving a concept many believe is inherently unfair.

"It has been a very tough issue across the country," said Rob Weil, a director at the American Federation of Teachers, one of the nation's two largest teachers' unions. "Teachers in many places believe that they see administrations and state legislatures creating language and policies that's nothing more than a mousetrap."

Chicago's teachers have drawn the hardest line in recent memory against using student test scores to rate teacher performance. And Mayor Rahm Emanuel is pushing hard to implement the new evaluations. That clash is one of the main points of contention in a nasty contract dispute between Chicago Public Schools and the Chicago Teachers Union, which President Karen Lewis has called "a fight for the very soul of public education."

The strike, which has left approximately 350,000 students out of class as the city and the union also fight over pay and job security, entered its fourth day Thursday. After late-night talks Wednesday, both sides expressed optimism that students could be back in class as soon as Friday.

The push to judge teachers in part by their student's work stems from the reform efforts of the Obama administration, which has used its $4 billion Race to the Top competition and waivers to the federal No Child Left Behind law to encourage states to change how teachers are assessed.

Teachers unions argue that doing so ignores too many things that can affect a student's performance, such as poverty, the ability to speak English or even a school's lack of air conditioning. Or as said by an incredulous Dean Refakes, a physical education teacher in Chicago, "You are going to judge me on the results of the tests where there could be some extenuating circumstances that are beyond my control?"

Yet, tempted by the money offered by the federal government, lawmakers have made that directive in several states. In Florida, 50 percent of teacher appraisals must be based on student scores on standardized tests. In California, after the state legislature mandated the use of student progress benchmarks to rate teachers, an education reform group sued the Los Angeles Unified School District to force the issue.

The nation's second largest school system eventually found itself under a court order to come up with a plan to start using such evaluations by this December. Superintendent John Deasy announced this week the district had reached a one-year agreement to do so with the union that represents the district's 2,000 principal and assistant principals.

"It's a remarkable breakthrough," Deasy said.

But it's also a limited one, said Judith Perez, the president of Associated Administrators of Los Angeles. Student test scores won't be used to judge individual performance, but will rather be reviewed at the beginning and end of each school year ? along with additional measures, such as attendance and graduation rates ? to give principals feedback on how to improve a school's results. It's a one-year deal designed simply to comply with the court order, she said.

Meanwhile, the district faces thornier negotiations with the union representing its 36,000 teachers, which has already objected to a voluntary pilot project in 100 schools that uses test scores in evaluations.

Illinois lawmakers voted in 2010 to require that all public schools use student achievement as a component of teacher evaluations by the 2016-17 school year. In Chicago, Emanuel is living up to a promise made during his inauguration speech by demanding the Chicago union agree to make the change years ahead of that schedule.

"As some have noted, including (his wife) Amy, I am not a patient man," Emanuel said after he was sworn in as mayor a year ago. "When it comes to improving our schools, I will not be a patient mayor."

The issue of teacher evaluations has only been on the table in Chicago for a few months, and Emanuel acknowledged this week that his swift push for change could be a factor in why his relationship with the union has been so contentious. In other big cities, a more patient approach has led to success in finding agreement with reluctant teachers.

The deal reached Wednesday in Boston will allow administrators to rely more heavily on student achievement in teacher evaluations and remove from the classroom those receiving poor evaluations within 30 days. That contract came after 400 hours of contract negotiations that spanned more than 50 separate sessions over two years.

"Change is hard and is often hard-fought. But we should make special note that through all the tough negotiations, neither side let their frustrations spill onto the students of the Boston Public Schools," said Mayor Thomas Menino. "I tell you, this is a contract that's great for our students, works for our teachers and it's fair to our taxpayers."

Slowing down the timeline for implementing the evaluations has also led to success elsewhere.

Chicago's current offer to teachers includes not counting the new evaluations for a year as any kinks in the process are worked out. In Cleveland, the city's school district made its deal with teachers by agreeing to a loose framework for the new evaluations that would take four years to implement. The school system and the union spent a year constructing the evaluations, and then began a two-year pilot process that will not incorporate student test scores. That will come for the first time in the 2013-14 school year.

"This is complex work and it takes time to build it thoughtfully and carefully," said Cleveland schools CEO Eric Gordon. "It really has been a joint commitment in the beginning. We all believe that this is the right (approach)."
