Build A More Confident Future With These Personal Finance Tips ...

Everyone knows how jumbled personal finances can get when they are let go. If this is your situation, it is imperative that you learn the proper steps to get or keep your resources under control. This article will provide you with shrewd hints on making your personal finances organized and astounding.

It is only a bargain if you buy what you actually need, rather than loading up on something simply because it is on sale. If you end up throwing out food because it has gone bad, you are essentially throwing out money and negating the bargains. Do not go overboard, then you will be able to enjoy a sale.

Tired of failing to qualify for a credit line or other major purchase? Take a few minutes to go over your most recent credit reports. In many cases, there is simply outdated information or even errors on your reports that are sinking your scores. Contest anything that is incorrect in writing and ask the consumer credit agency to remove the mistakes.

Make sure you have a checking account that works for you. Many people use checking accounts they?ve used for years even if the monthly charges are expensive. Look for other offers and compare different financial products. Open new accounts with different banks.

Use tax planning and take advantage of it so you can get your personal finances back into shape. Take a look at the investment options that your employer provides to their workers. Before paying taxes, open a savings account designed to cover medical expenses. Find out if your employer will match your 401K contributions. You should always utilize your earned income wisely.

Most debt collectors will negotiate the amount owed on an account. They may have purchased your debt for a low price. If you pay only a small percentage of what you owe, they are still making a profit. Keep this in mind when you work with collection agencies to resolve your debt.

Eat like a local would to save money in a foreign country. Any restaurants in a tourist area, as well as the hotel, will be vastly overpriced so eat at the same place as the locals. From local restaurants, you will find more ethnic food for less money.

Go over any insurance policies you have. Your insurance rates might be too high! There may be other insurance companies offering lower rates, or you may be paying for unnecessary insurance benefits. Take a closer look at your policy to see if you could be saving money.

Make sure you dedicate a particular day each month to pay bills. Although you aren?t going to spend the whole day paying your balls, you should set aside this day so that you don?t miss it. Put this day on your calendar and get to your bills on that day regularly. If you forget, this can cause a lot of future problems.

Try to set up an automatic pay plan to pay credit card balances with a debit card every month. This setup will stop you from forgetting about the necessary payments.

Speak with people you?re close to about how you?re doing financially. This will help you feel a little better about not being able to afford social activities with them. If you do not tell them, they may think that they have done something wrong to cause you to avoid doing social activities with them. Involve your friends and let them know problems you are facing in your life.

Don?t let your personal finances get to you, clear your head, and realize it is time for you to tackle the issues. The article has provided you with the information you need to get on the right track, so apply this information to your personal finances and you will make a difference.

Cookies 'n Cream Sheet Cake | Chocolate Sheet Cake Recipe | Two ...

I don?t bake cakes very often because I don?t have the patience or talent for decorating. I do enjoy making sheet cakes though. They are easy to make and feed a crowd.?My Chocolate Sheet Cake with Peanut Butter Frosting is one of my favorite desserts. I love the chocolate and peanut butter combo!

My blogging buddy, Jenny, is having a baby any day now and to celebrate we are throwing her a virtual shower today. YAY! Jenny loves Oreos so I decided to make a Cookies ?n Cream Sheet Cake for her shower. I added Oreos into the chocolate cake and topped it with cream cheese frosting and Oreo cookie pieces. It is the perfect cake for celebrating!

The sheet cake is a breeze to bake and the frosting whips up in no time. You really can?t go wrong with chocolate, cream cheese frosting, and Oreos. Everyone will be begging for a slice. And the good thing about this cake is that it feeds the masses. It is the perfect cake for parties and potlucks.

The only problem with a virtual shower is you can?t actually have a piece of this Cookies ?n Cream Sheet Cake. I guess I will have to eat it all by myself?maybe I will share with Josh:) I guess he can be invited to this baby shower!

Make sure you check out what everyone else made for Jenny?s shower! There are lots of tasty eats! Congratulations Jenny! We are so thrilled for you and your family! And Caleb can?t wait to have a little buddy:)

    Yield: Serves 24

    Prep Time: 20 minutes

    Cook Time: 18 minutes

Chocolate sheet cake with Oreos and cream cheese frosting! This cake is perfect for any party or get together!

    Ingredients:

    For the Chocolate Sheet Cake:

    2 cups granulated sugar
2 cups all-purpose Gold Medal flour
    1 teaspoon baking soda
    1/2 teaspoon salt
    2 large eggs, lightly beaten
    1/2 cup buttermilk
    1 teaspoon pure vanilla extract
    1 cup unsalted butter
    1/4 cup cocoa powder
    1 cup hot water
    1 cup chopped Oreo cookies

    For the Cream Cheese Frosting:

1 (8 oz) package cream cheese, at room temperature
    1/2 cup butter
    4 cups powdered sugar, sifted
    1 teaspoon vanilla extract

Oreo cookies, chopped-for topping the cake

    Directions:

    1. To make the sheet cake: Preheat oven to 350 degrees. Grease a sheet pan with cooking spray and set aside. I use an 11 x 17 jelly roll pan.

    2. In a large mixing bowl, whisk together sugar, flour, baking soda, and salt. In a separate bowl, whisk together eggs, buttermilk, and vanilla extract. Set aside.

    3. In a small sauce pan, melt the butter on medium-low heat. Whisk in the cocoa powder and hot water. Turn up the heat to medium-high and bring the mixture to a boil. Add the melted butter mixture to the dry ingredients and mix until smooth. Stir in the egg mixture and mix until ingredients are combined. Stir in the chopped Oreo cookies.

    4. Pour the batter into the prepared sheet pan and tap on the counter a few times to distribute the cake batter evenly. Bake the cake for 18 minutes, or until a toothpick comes out clean when inserted in the center.

    5. While the cake is baking, make the cream cheese frosting. In the bowl of a stand mixer, beat the cream cheese, butter, sifted powdered sugar, and vanilla together. Beat with the beater blade until smooth and creamy.

    6. When the cake is completely cool, frost the cake with the cream cheese frosting. Sprinkle the cake with chopped up Oreo cookies. Cut into squares and serve.

Olympics gone, so are many viewers

NEW YORK (AP) ? With the Olympics gone, so are many of broadcast television's prime-time viewers.

No broadcast program exceeded 10 million viewers last week, the Nielsen company said Tuesday. NBC's "America's Got Talent" on Tuesday was closest, finishing just under that mark.

Between "Talent" and an exhibition football game last Saturday, NBC kept the crown as the most-watched network for one more week, after taking the previous three weeks because of the Olympics. NBC also debuted a new season of "Grimm" and the military-themed reality show "Stars Earn Stripes" that both finished among Nielsen's top 20, but with less than six million viewers each.

NBC averaged 5.3 million viewers for the week in prime time (3.3 rating, 6 share), CBS had 5.1 million (3.4, 6), Fox had 4.3 million (2.6, 5), ABC had 3.7 million (2.4, 4), ION Television had 1.1 million (0.7, 1) and the CW had 720,000 (0.5, 1).

    Among the Spanish-language networks, Univision averaged 3.3 million viewers (1.8, 3), Telemundo had 1.2 million (0.6, 1), TeleFutura had 520,000 (0.3, 1), Estrella had 200,000 and Azteca 100,000 (both 0.1, 0).

NBC's "Nightly News" topped the evening newscasts with an average of 7.8 million viewers (5.2, 11). ABC's "World News" was second with 7 million (4.7, 10) and the "CBS Evening News" had 5.5 million viewers (3.7, 8).

A ratings point represents 1,147,000 households, or 1 percent of the nation's estimated 114.7 million TV homes. The share is the percentage of in-use televisions tuned to a given show.

For the week of Aug. 13-19, the top 10 shows, their networks and viewerships: "America's Got Talent" (Tuesday), NBC, 9.97 million; NFL Exhibition Football: Indianapolis vs. Pittsburgh, NBC, 9.51 million; "America's Got Talent" (Wednesday), NBC, 8.48 million; "The Big Bang Theory," CBS, 8.03 million; "60 Minutes," CBS, 7.92 million; "NCIS," CBS, 7.29 million; "Two and a Half Men" (Thursday), CBS, 6.65 million; "Hell's Kitchen" (Monday), Fox, 6.58 million; "Big Brother 14" (Sunday), CBS, 6.57 million; "NCIS: Los Angeles," CBS, 6.4 million.

Teaching a microbe to make fuel

    Monday, August 20, 2012

A humble soil bacterium called Ralstonia eutropha has a natural tendency, whenever it is stressed, to stop growing and put all its energy into making complex carbon compounds. Now scientists at MIT have taught this microbe a new trick: They've tinkered with its genes to persuade it to make fuel ? specifically, a kind of alcohol called isobutanol that can be directly substituted for, or blended with, gasoline.

Christopher Brigham, a research scientist in MIT's biology department who has been working to develop this bioengineered bacterium, is currently trying to get the organism to use a stream of carbon dioxide as its source of carbon, so that it could be used to make fuel out of emissions. Brigham is co-author of a paper on this research published this month in the journal Applied Microbiology and Biotechnology.

Brigham explains that in its natural state, when the microbe's source of essential nutrients (such as nitrate or phosphate) is restricted, "it will go into carbon-storage mode," essentially storing away food for later use when it senses that resources are limited.

"What it does is take whatever carbon is available, and stores it in the form of a polymer, which is similar in its properties to a lot of petroleum-based plastics," Brigham says. By knocking out a few genes, inserting a gene from another organism, and tinkering with the expression of other genes, Brigham and his colleagues were able to redirect the microbe to make fuel instead of plastic.

While the team is focusing on getting the microbe to use CO2 as a carbon source, with slightly different modifications the same microbe could also potentially turn almost any source of carbon, including agricultural waste or municipal waste, into useful fuel. In the laboratory, the microbes have been using fructose, a sugar, as their carbon source.

At this point, the MIT team ? which includes chemistry graduate student Jingnan Lu, biology postdoc Claudia Gai, and is led by Anthony Sinskey, professor of biology ? have demonstrated success in modifying the microbe's genes so that it converts carbon into isobutanol in an ongoing process.

"We've shown that, in continuous culture, we can get substantial amounts of isobutanol," Brigham says. Now, the researchers are focusing on finding ways to optimize the system to increase the rate of production and to design bioreactors to scale the process up to industrial levels.

Unlike some bioengineered systems in which microbes produce a wanted chemical within their bodies but have to be destroyed to retrieve the product, R. eutropha naturally expels the isobutanol into the surrounding fluid, where it can be continuously filtered out without stopping the production process, Brigham says. "We didn't have to add a transport system to get it out of the cell," he says.

A number of research groups are pursuing isobutanol production through various pathways, including other genetically modified organisms; at least two companies are already gearing up to produce it as a fuel, fuel additive or a feedstock for chemical production. Unlike some proposed biofuels, isobutanol can be used in current engines with little or no modification, and has already been used in some racing cars.

monterey motorsports reunion 2012 Rolex Monterey Motorsports Reunion puts old tin fender to fender

There are plenty of events that make the Monterey weekend worth visiting, but the vast majority pale in comparison to Rolex Monterey Motorsports Reunion. Whereas the Concorso Italiano, Quail Motorsports Gathering and McCall Motorworks Revival are packed with gorgeous machinery lounging on well-kept lawns, the Motorsports Reunion gives some of our favorite vintage race cars a chance to stretch their legs on the world-famous apexes of Mazda Raceway Laguna Seca. Organizers say nearly every decade of motorsports history makes an appearance at some point, and the cars on hand are chosen based on their authenticity and racing past.

As the featured marque, a total of 45 original Shelby Cobra racers hit the track for the most anticipated race. With 289 and 427 models going tire to tire, including the last Daytona Coupe ever built, onlookers got a chance to take in a rare sight. Even with some competitors? cars pushing past 50 years old, the leaders tore down the front straight at 125 mph. A few cars wound up calling it quits before the checkered flag fell due to mechanical failures, and the Daytona Coupe wound up with some wrinkled sheet metal after an off in turn 3.

Check out the gallery above for a look at some of the competitors on hand, and stay tuned for a brief video of the cars falling through the corkscrew.

Britain threatens to storm Ecuador embassy to get Assange

QUITO/LONDON (Reuters) - The diplomatic standoff over WikiLeaks founder Julian Assange escalated on Wednesday after Britain threatened to raid Ecuador's embassy in London if Quito did not hand over Assange, who has been taking refuge there for two months.

The Ecuadorean government said such an action would be considered a "hostile and intolerable act" as well as a violation of its sovereignty.

"Under British law we can give them a week's notice before entering the premises and the embassy will no longer have diplomatic protection," a Foreign Office spokesman said.

"But that decision has not yet been taken. We are not going to do this overnight. We want to stress that we want a diplomatically agreeable solution."

Quito bristled at the threat and said it would announce its decision on Assange's asylum request on Thursday at 7 a.m. (1200 GMT).

"We want to be very clear, we're not a British colony. The colonial times are over," Ecuadorean Foreign Minister Ricardo Patino said in an angry statement after a meeting with President Rafael Correa.

"The move announced in the official British statement, if it happens, would be interpreted by Ecuador as an unfriendly, hostile and intolerable act, as well as an attack on our sovereignty, which would force us to respond in the strongest diplomatic way," Patino told reporters.

Ecuador, whose government is part of a left-leaning bloc of nations in South America, called for meetings of regional foreign ministers and the hemispheric Organization of American States to rally support in its complaint against Britain.

"We are deeply shocked by British government's threats against the sovereignty of the Ecuadorean Embassy and their suggestion that they may forcibly enter the embassy," the mission said on its website.

"This is a clear breach of international law and the protocols set out in the Vienna Convention."

The embassy, near London's famed Harrods department store, was under tight surveillance, with three police officers manning the entrance and several others patrolling around the red-brick building.

A group of Assange supporters who responded to a rallying call by WikiLeaks on Twitter gathered outside to demand Assange's freedom and streamed the scene live on the Internet.

"We have been here day in day out as a vigil to make sure there is at least a witness to all of this," said Anthony, one of the supporters.

WikiLeaks earlier tweeted saying, "If police storms, they will do so in early hours of the morning. Please stay, & those who can, go to the embassy and #ProtectAssange".

    WANTED IN SWEDEN

The Australian former hacker has been in the embassy for eight weeks since losing a legal battle to avoid extradition to Sweden, where he has been accused of rape and sexual assault by two WikiLeaks supporters.

"The UK has a legal obligation to extradite Mr Assange to Sweden to face questioning over allegations of sexual offences and we remain determined to fulfill this obligation," a Foreign Office spokesman said earlier.

Swedish prosecutors have not yet charged Assange, but they have moved forward with their investigations and they believe they have a case to take to trial.

Assange fears Sweden could send him on to the United States, where he believes authorities want to punish him for publishing thousands of secret U.S. diplomatic cables on WikiLeaks in 2010 in a major embarrassment for Washington.

Even if he were granted asylum, Assange has little chance of leaving the Ecuadorean embassy in London without being arrested.

There has been speculation he could travel to an airport in a diplomatic car, be smuggled out in a diplomatic bag, or even be appointed an Ecuadorean diplomat to give him immunity.

But lawyers and diplomats see those scenarios as practically unworkable.

The Ecuadorean government has said it wants to avoid Assange's extradition to Sweden, but approval of asylum would offer no legal protection in Britain where police will arrest him once they get a chance.

"The question of asylum is arguably a red herring," said former British government lawyer Carl Gardner.

Ecuador's leader Correa is a self-declared enemy of "corrupt" media and U.S. "imperialism", and apparently hit it off with Assange during a TV interview the Australian did with him in May.

Correa joked then with Assange that he had joined "the club of the persecuted".

Some, though, find Assange's connection with Ecuador odd, given that Correa is labeled a persecutor of the media by journalism freedom groups.

    Self Esteem | The Path From Self-Judgment to Self-Confidence | The ...

You are here: Home / Featured / The Path From Self-Judgment to Self-Confidence

Posted by Dr. Irene on August 14, 2012 ? Leave a Comment?

    By Kevin Schoeninger -

Are you your own worst critic? Do you also take personal development and spiritual growth seriously? Ironically, your very desire for self-improvement can make self-judgment even stronger. However, at some point on your journey, you discover that moving out of self-judgment is a crucial step if you are going to change your life and achieve what you truly desire. In this article, we explore the shift from self-judgment to self-confidence, which includes a surprising first step on that path.

Many of us learn from a young age to ?be hard on ourselves.? As early as we can remember, parents and teachers told us what we can and can?t do-and the ?NOs? tended to dominate. Of course, those telling us ?No? usually had our best interests at heart. They were likely doing their best to help us succeed. We all do the best we can, given what we know at the time.

Unfortunately, because of their desire to help us avoid disappointment and frustration, we learned how we ?should be? much more strongly than we learned to be ?who we are.? We learned to fit into the mold. Self-judgment became a tool to keep us on the accepted path.

Now, as we journey through life, we may find that the ways we were taught to fit in don?t work for us. Fitting in just isn?t all that it?s cracked up to be. We feel stifled, frustrated, and unfulfilled. Our frustration leads us to look for different answers. We have a feeling that there is more to life and we want it!

A great power of being human is that we can observe ourselves in action, see our patterns, and make changes in our thoughts, attitudes, and behavior. We can wake up to what we are currently doing, imagine other ways of being, and take new actions to have better results. This is the path of self-development and spiritual growth.

Now, as we gain insight on how to ?do better,? a natural reaction is to criticize ?how we are now.? It?s natural to idealize how we ?want to be? and measure ourselves harshly against that. It?s an easy trap to fall into. After all, we?ve been trained well in self-judgment. Yet, here?s the irony:

To shift to a new way of being, you must first completely accept how you are now.

This is essential for two reasons. First, self-acceptance is necessary for you to clearly see what you are currently doing. Second, it?s a step toward a fundamental attitude shift.

Self-acceptance enables you to witness all of who you are, so you can be very ?real? with yourself. Acceptance enables you to see clearly because you?re not filtering what you see according to ?what you want to see? and ?what you don?t want to see.? You?re more likely to take in the whole picture when you remove the strong filter of self-judgment. You?re less likely to ignore things that you don?t like about yourself-and these are just as important pieces of information as the parts you do like. Self-acceptance is taking a neutral position towards yourself that helps you see who you really are.

Self-acceptance is also the first step of an attitude progression. It?s a small step up from acceptance to ?appreciation.? When you start to see yourself clearly, you can appreciate the beauty of ?exactly how you are.? You see your strengths and you discover that what you thought were ?weaknesses? actually give you a unique perspective that can be useful. It?s that variety of exact details that gives you a unique niche in life.

From appreciation it?s another small step up the attitude ladder to gratitude. The more you appreciate yourself exactly as you are, the more grateful you feel for the gifts, resources, and circumstances you?ve been given. When you learn to look at life through the lens of gratitude, you start to notice the unique opportunities in every detail and circumstance. You begin to marvel at the infinite complexity and coherence of the Divine design.

For example, when you were trying to fit into the ?extroverted? ideal that is celebrated in this world, you may have thought your introversion was a ?liability.? However, the fact that you are introverted gives you sensitivity to inner feelings and experiences. That could make you a student of the inner life, excelling at practices such as meditation. As you pursue that interest, you could learn to describe meditative experiences so that others can understand and benefit from them. When you fully develop that skill you realize that your introversion is a real ?asset? and not a liability.

When you understand, appreciate, and are grateful for your assets, you gain confidence in who you are.

Instead of struggling to fit in, you see that you are made perfectly for what you are here to do. There is a Greater Power and Intelligence at work that has created you exactly this way for a purpose. Self-confidence flows naturally when you appreciate your unique talents, resources, and perspective and trust your connection to the Greater Power that has given these to you.

China steps up diplomacy with Syria envoy visit

BEIJING (Reuters) - China said on Monday that it would host an envoy of Syrian President Bashar al-Assad and consider another visit by members of the opposition, as Beijing steps up its diplomacy to help resolve the crisis gripping the country.

The West and many in the Arab world have scolded China, along with its ally Russia, for vetoing United Nations Security Council resolutions designed to exert pressure on Assad.

China has said it is simply trying to prevent more violence. Opposition sources say at least 18,000 people have been killed since rebels began fighting to oust Assad in March last year.

To deflect criticism and show it is trying to develop a political solution, Beijing has sent its own envoys to Syria and has already been visited by both Syrian government and opposition delegations.

In its latest effort, China's foreign ministry said Assad's envoy, Bouthaina Shaaban, would begin a visit to China on Tuesday and meet with Chinese Foreign Minister Yang Jiechi.

The ministry added that China was also considering inviting members of the Syrian opposition.

"To promote the political solution to the Syria problem, China has always actively balanced its work between the Syrian government and the opposition," ministry spokesman Qin Gang said in a brief statement on the ministry's website (www.mfa.gov.cn).

Qin reiterated China's call for the "practical implementation" of Kofi Annan's peace plan, which is now essentially dead, and for "an immediate ceasefire and for the violence to stop; for the effective protection of civilians and to defuse the crisis through political dialogue."

"Receiving Shaaban in China is part of the above-mentioned work by the Chinese side," Qin said. "Meanwhile, China is also considering inviting Syrian opposition groups in the near term to China."

Shi Yinhong, a professor of international relations at Renmin University, said China was keen to show it was not taking sides in the Syrian conflict.

"Russia has never publicly invited the opposition in Syria. They've invited the government. But China, with some prominence, has invited both sides. This is the difference between China and Russia," Shi said.

"The Syria government is more vulnerable than before. The opposition groups have gained newfound support from the West, but they're also fragile. China has a pressing need to talk to the two sides. The situation now is nearing an end," he added.

China has repeatedly expressed its opposition to outside intervention in troubled countries as well to any kind of "regime change" or political solution which is not broadly supported by the Syrian people.

Yet last year, China, along with Russia, abstained from a vote on a Security Council resolution authorizing a NATO air campaign over Libya, where Muammar Gaddafi was battling insurgents who eventually toppled him.

Beijing later regretted backing the Security Council resolution on Gaddafi's government which led to NATO expanding intervention that eventually helped topple him, analysts say.

Still, China wooed the Libyan opposition during that conflict, and relations with the new Libyan government have generally been smooth since Gaddafi's overthrow.

Business Friendly Lenders Are Available For Small Business Owners

Generally, small business owners need commercial loans to buy a business with real estate, refinance a commercial real estate asset (like a gas station, strip mall, industrial warehouse, office building, motel, hotel, etc.) or refinance a business with real estate. However, the complexity of commercial loans makes deal structuring difficult. Here's our guide to commercial loans.:

The SBA 7a is the only program that funds startup businesses with annual revenues under $2 million and without a real estate component. SBA 7a loans come with longer terms than conventional loans. Generally, terms for SBA 7a loans range from 15 to 25 years. Also, within the program small business owners can access other forms of working capital options like a line of credit.:

Feltabulous: Home and Antiques Fair - what I bought

?So, here are some photos of my purchases at the Home and Antiques Fair.? First, embroidered tablecloths.? I love the idea of using?something that?someone spent hours creating.? These ones are made using?cotton or linen and apart from the odd tea stain, are in very good condition.? I just can't resist textiles!
I bought this small coffee/chocolate cup in my favourite pattern 'Blue Italian' by Spode. It reminds me of my childhood visits to my friend Maria at her granny's house, as this was the very pattern the family used and it made a big impression on me. I could have bought lots of items as there was a stallholder who was selling part of his collection and I fell for a gorgeous big bowl in particular.? However, I managed to restrain myself because it would have been expensive and we?simply do not have the room at the moment.? I contented myself with this little cup because it is small and I can use it for little flower posies.
?A close up of the beautiful floral embroidery on one of the tablecloths.
?I loved the big purple satin stitched flowers here.
?This one was the first one I bought and features delicate blue embroidery and a cut-work/pulled thread?design which must have been a real labour of love.
?I have wanted a posy bowl ever since seeing one with some simple daisy-like flowers on Jane Brocket's blog (http://yarnstorm.blogs.com/) a while ago.? Since then, I found one, but was still on the lookout for a larger one.? This one is fabulous, with a lovely teal green against the grey.
?More fabric pieces - big purple check cotton and some striped and checked?furnishing cotton pieces in muted greens and blues that may become cushion covers, but I haven't quite decided yet.
?Just to show you the posy bowl with a posy in it, here are some?Rose 'Molineux' with Helianthus 'Lemon Queen' looking bright and cheerful.?
I think this bowl will become a mainstay of mine because much as I love flowers, I am pretty useless at arranging them.? This is perfect as it only needs the flower heads?and looks pretty without me having to do a lot ( a bit like my mini?milk bottle crate too).
All in all, a good day's shopping and spending, don't you think?

Western wildfires force evacuations, firefighter killed

SAN FRANCISCO (Reuters) - Hundreds of firefighters battled a pair of wildfires that burned out of control in Northern California for a second day on Monday, threatening a clothing-optional resort and forcing the evacuation of some 500 homes.

Meanwhile, authorities said a U.S. Forest Service firefighter was killed in Idaho while battling a blaze there.

In California, the Wye Fire and the Walker Fire had charred a total of 5,000 acres by Monday evening in Lake County, a tourist area some two hours north of San Francisco, said Daniel Berlant, a spokesman for the California Department of Forestry and Fire Protection.

The flames forced the closure of a portion of Highway 20, a major road that runs around Clear Lake, a popular summer destination.

It also prompted authorities to order the evacuation of 480 homes and at least several ranches in the Spring Valley area, Berlant said, and threatened nearby Wilbur Hot Springs, a resort that offers clothing-optional bathing in mineral water.

The resort closed on Sunday for 12 days of maintenance and it was not clear if anyone had been forced to flee. The resort could not be reached for comment on Monday.

"We haven't had rain in months, so the grass and the brush were incredibly dry. We had triple-digit temperatures, which create the perfect burning conditions for a wildfire," Berlant said.

    CAUSE OF FIRES INVESTIGATED

The Wye Fire has burned 3,000 acres and is roughly 25 percent contained, he said. Three structures were reported destroyed. The Walker Fire has swept through 2,000 acres and is 30 percent contained.

One firefighter was injured by the Walker fire, and one civilian was hurt by the Wye fire.

The Red Cross had set up a shelter for evacuees in a senior center in Clear Lake, and at least 30 people were expected to spend Monday night there.

Investigators are looking into what sparked the blazes. Both started at about 4 p.m. on Sunday within a couple of miles of each other.

"They started in the grass, burned in the brush and right into the timber as it gets higher into the ridge," Berlant said.

The fires raged as western states baked under a heat wave that has pushed temperatures into triple digits Fahrenheit.

In southern Oregon, 201 structures were threatened by a wildfire that has burned 28,791 acres of rugged, forested land and is roughly 25 percent contained, officials said.

Twenty homes are subject to evacuation orders and another 30 have been told to prepare for evacuation.

More than 1,000 firefighters are battling the blaze in temperatures in the 90s F, according Renee Snyder, spokeswoman for the fire management team. The Barry Point fire was sparked last week by lightning. No structures have been destroyed.

"Mother Nature is not lending us a hand on this one yet," Snyder said.

In northern Idaho, a U.S. Forest Service firefighter died on Sunday when she was crushed by a falling tree while working to contain a 50-acre (20-hectare) blaze in steep, forested terrain, Forest Service spokeswoman Elizabeth Slown said on Monday.

An investigation into the death of Anne Veseth, 20, of Moscow, Idaho, who was in her second season as a federal firefighter, was to begin Monday afternoon.

Veseth was the first Forest Service employee to die fighting a wildfire since July 2009, Slown said.

    Biden calls Ryan policies 'irresponsible'

DURHAM, N.C. (AP) ? Vice President Joe Biden welcomed Republican Paul Ryan to the presidential race Monday with a blistering attack on GOP policies that Biden said would crush the middle class in order to benefit the rich.

In keeping with tradition as No. 2 on a presidential ticket, Biden embraced the role of attack dog, saying Ryan's plan to "privatize" Social Security was irresponsible.

The fiery Democrat mocked those who say Ryan's budget plan, adopted only by the Republican-controlled House, was a bold attempt to fix the country's fiscal problems.

"What's gutsy about giving millionaires and billionaires tax breaks? What's gutsy about gutting Medicaid, Medicare, education?" Biden asked as an enthusiastic crowd of about 900 supporters at the Durham Armory roared in approval.

The speech was Biden's first on the campaign trail since GOP presidential candidate Mitt Romney chose Ryan, a Wisconsin congressman, as his running mate on Saturday.

Biden said Romney and Ryan are decent men, but have fundamentally different values from President Barack Obama. Biden aimed most his barbs at Ryan, his counterpart as No. 2 man of the presidential ticket.

"Congressman Ryan has given definition to the vague commitments that Romney's been making. There's definition to it now. It's clear," Biden said, echoing other Democrats who say Romney's selection of Ryan makes the choice in the November election even more stark than it was before Ryan entered the race.

"Congressman Ryan and the congressional Republicans ... have already passed in the House what Gov. Romney is promising to give the whole nation," Biden said. "There is no distinction between what the Republican Congress has been proposing the last two years ... and what Gov. Romney wants to do."

The American people have "fundamentally" rejected that Republican congressional viewpoint, Biden said.

Ryan, a seven-term congressman and chairman of the House Budget Committee, wants to slice away at Medicare, food stamps and virtually all domestic programs, with military a notable exception.

Ryan's views have made him a hero to deficit hawks and to many Republicans. The GOP-controlled House has twice approved his austere budget plans.

Democrats, led by Obama and Biden, have attacked Ryan as a reckless cutter who would destroy Social Security, Medicare and Medicaid.

Biden called Ryan's budget plan a reminder of the economic policies of former President George W. Bush.

"We've seen this movie before and we know how it ends," he said. Then, citing former President Bill Clinton, Biden said Ryan's plan was "the last administration's policies on steroids."

Biden told the jubilant, chanting crowd that Democrats differ from Republicans on their approach to the economy.

"We don't think you grow the economy from millionaires on down. We think you grow the economy the old-fashioned way, from the middle class out," he said.

Ryan Williams, a spokesman for Romney, said Biden "doubled down on the same failed policies that have resulted in skyrocketing debt, higher taxes and record job losses."

Romney and Ryan "understand that our country is facing serious challenges that have been made worse by the Obama administration's big government agenda," Williams said, adding that the Romney-Ryan ticket will lay out a "bold vision" for the country and promote commonsense policies that will create jobs.

Joseph Blue, 67, a retired federal worker from Raleigh who attended the Durham rally, called Romney's choice of Ryan a "tragedy" for Republicans.

Blue said Ryan had no foreign policy experience and only limited private-sector experience.

"He's a budget man," Blue said, adding that Ryan's budget scares him, especially its proposed cuts to education spending.

"That's a disgrace," Blue said. "Education is the key to our survival." If anything, Blue said, school hours should be extended and budgets increased.

Stem cells responsible for higher brain function found

Scientists have identified a type of stem cell that appears to be responsible for the neurons involved in higher brain function. The discovery may pave the way for new treatments for autism and schizophrenia.

The mammalian cerebral cortex is layered like an onion, with neurons in different layers responsible for different levels of cognitive function. Neurons in the inner layers are connected to subcortical targets ? such as the thalamus and basal ganglia ? that deal with basic sensory and motor signals. Neurons in the outer layers are connected to other parts of the cortex, which in humans play a role in higher-level brain processes such as self-awareness, language and problem-solving.

In the developing brain, stem cells in the heart of the cortex produce neurons in sequence from the inner layer outwards. "Neurons migrate past earlier-born neurons to reach a more superficial position," explains Ulrich Mueller at The Scripps Research Institute in California. This is then repeated to generate all cortical layers, with a neuron's birthdate determining its layer ? and therefore its function. "However, it had never been established whether the connection between birthdate and neuronal cell type is casual or causal," says Mueller. "We went to find out."

In the prevailing model, different types of neurons are generated in successive waves by a single type of stem cell. However, when Mueller and his colleagues studied the developing brains of mice embryos, they found that neurons in the upper layers of the cortex are produced by a different type of stem cell. This is particularly intriguing since upper layer neurons are especially abundant in humans. "Maybe the invention of this new type of stem cell was important in driving brain evolution," says Mueller.

Upper layer neurons are also frequently affected in psychiatric disorders such as schizophrenia and autism. "A better understanding of the development of these layers and their functions may help us to understand the causes of these mental disorders, which could lead to better treatments in the future," says Andre Strydom of University College London, who was not involved in the study. But he notes that any clinical application is probably a long way off.

Uta Frith, also of University College London, says the finding is fascinating but sounds a note of caution. "There is still a chasm between neuro-cognitive explanations of autistic symptoms and mechanisms in terms of cell structure," she says. "To put these two levels of explanation together is a big task."

Jacqui Bradley : B'On SFO financial advice trial | Stuff.co.nz

The defence lawyer for former financial adviser Jacqui Bradley has argued that an investor who lost more than $700,000 in retirement savings conducted all his meetings with her now deceased husband.

Bradley is facing 75 theft and dishonesty charges in at jury trial at the Auckland District Court.

Her lawyer Ron Mansfield told the court today that the out-of-pocket investor was now pointing the finger at Jacqui Bradley, because her husband, Mike Bradley, had died last year.

The couple ran the financial advisory business B'On Financial Services which collapsed in December 2009.

Mansfield claimed investor Robert Baldey, a former chief executive, had been content with the financial advice provided by Mike Bradley since meeting him in 1992.

Asked numerous times during cross-examination whether he had found Mike Bradley's advice to be credible and reasonable, Baldey agreed he initially had.

Earlier Baldey told the court his confidence wavered with the onset of the global financial crisis around 2008 and said he began asking questions about the security of his various investments with B'On. He said he was reassured several times by Jacqui Bradley, in letters or emails, that his investments were safe.

Baldey told the court he had become too busy with his business career to give his full attention to his financial investments. On his retirement in 1999 he was able to invest significantly more money. As at 30 September 2009, Baldey and his wife had more than $745,000 invested with the Bradleys. It is believed they recovered around $20,000.

Bradley's five-week trial began yesterday. The Crown alleges the Bradleys ran a Ponzi-type scheme in which 28 investors lost $15.5 million over six-and-a-half years. Bradley denies all the charges.

Mansfield also questioned some of Baldey's initial evidence to the Serious Fraud Office, which brought the charges.

Baldey today produced the initial financial plan produced by Mike Bradley which had not been seen by the SFO.

"Is it the case that Mike Bradley has now passed away and you want to focus on Jacqui Bradley?" Mansfield asked.

Baldey admitted he had not mentioned in his interview with the SFO any reliance on Jacqui Bradley's advice.

But he argued all the written advice and confirmation of investments he received came from Jacqui Bradley although his main point of contact was her husband.
