Unauthorized unlocking of mobile phones set to be - Financial Post

On Saturday, Americans will have to get permission before trying to get their phones ?unlocked?.

In October 2012, a change to the US Digital Millineum Copyright Act (DMCA) allowed cell phone owners to temporarily unlock their cellphones without having to ask their network provider first.

What this meant for consumers was that they had a strict 90-day time limit to unlock their phones without having to ask. Prior to this, cell phone users would have to pay a fee to their service provider to get their cellphones unlocked for usage on other networks. If you unlock a cell phone without permission after Saturday you could be in violation of the DMCA.

Unlocking phones gives users the ability to freely skirt things such as roaming fees while traveling abroad or paying exorbitant fees for using other carrier services.

An online petition is trying to reach a goal of 100,000 signatures to make the Librarian of Congress ? who determines exemptions to the DMCA ? rescind this decision to end the time limit. The petition?s ultimate goal is to make unlocking permanently legal.

So far 5,272 people have signed the petition. The deadline for it is February 23, 2013.

A number of U.S. cell phone companies already provide unlocked handsets, but many are unable to be locked. There are two systems for locking phones onto a specific provider, according to HowStuffWorks: Global System for Mobile communication (GSM) and Code Division Multiple Access (CDMA). If you have a CDMA phone then the unlocking process is done directly through the provider, but if you have a GSM phone then the unlocking process is done through switching SIM cards.

Somalia militants' Twitter account down after hostage threat

NAIROBI (Reuters) - A Twitter account run by Somali militant group al Shabaab was unavailable on Friday, days after the al Qaeda-aligned rebels used the social media site to boast about killing a French agent and threatened to kill several Kenyan hostages.

Al Shabaab often used its Twitter account to claim responsibility for attacks on African Union and Somali government troops, as well as senior officials in the Horn of Africa nation and other bombings in the region.

But the militant group's official Twitter account, which had thousands of followers, was offline on Friday with a message saying "Sorry, that user is suspended".

It was not immediately clear why the account, which was created in 2011 under the HSM PRESS Twitter handle, was suspended. The account was still unavailable as of 0930 GMT.

Twitter said it does not comment on individual accounts and the Kenyan government denied it had filed any request for the account to be taken down.

"It's an emphatic no. We would not try to negotiate or have anything to do with the Al Shabaab. We didn't even know the account was suspended," said government spokesman Muthui Kariuki.

Al Shabaab posted on the account on Wednesday a link to a video of two Kenyan civil servants held hostage in Somalia, telling the Kenyan government their lives were in danger unless it released all Muslims held on "so-called terrorism charges" in the country.

"Kenyan government has three weeks, starting midnight 24/01/2013 to respond to the demands of HSM if the prisoners are to remain alive," the group said.

Last week the rebel group said on its Twitter account that it had executed French agent Dennis Allex, who was held hostage since 2009, after a French commando mission to rescue him failed.

Al Shabaab wants to impose their strict version of sharia, or Islamic law, across Somalia. However, it has lost significant territory in the southern and central parts of the country in the face of an offensive by African Union troops.

US may give $32M to train African troops in Mali

SEVARE, Mali (AP) ? The Obama administration is seeking an additional $32 million to train African troops to fight Islamic extremists in Mali.

State Department spokeswoman Victoria Nuland told reporters Friday the request had been made to Congress.

The United States is not providing any direct aid to the Malian government because the democratically elected president was overthrown in a coup last year.

However, it has been providing aid to the French-led mission, transporting French troops and equipment to Mali.

France has some 2,400 forces in the West African nation but says it wants African nations to take the lead in fighting the extremists who rule northern Mali.

The French-led operation began on Jan. 11 after the militants surged southward from their strongholds and took the town of Konna, later recaptured by government forces.

Young and old seek neighborhoods with 'walkability' - Washington ...

Washington-area baby boomers are competing with younger millennials for properties in neighborhoods within walking distance of Metro stations, restaurants, groceries and health clubs.

"As echo boomers [millennials] age and marry and have children, properties that have walkability coupled with a strong school system will command a premium," said Ryan Price, a research associate at the Center for Regional Analysis at George Mason University. "There is definitely competition between downsizing baby boomers and older echo boomers, but the young echo boomer families ultimately will have a smaller pool of properties to choose from."

That is because the areas in the center of the action will cost the most, according to Pat Kline of Avery-Hess Realtors in Northern Virginia. Highly walkable properties may also be smaller and therefore a tighter fit for growing families than homes found just outside the "perfect" pedestrian-focused area.

Median home prices in the Washington metro area increased 10.5 percent in 2012 overall; 8.3 percent for townhomes and 10.4 percent for condominiums in response to a lack of inventory and increasing demand, according to December statistics from Real Estate Business Intelligence.

"Young families are interesting," Kline said. "Some are going to the suburbs, but inside or just outside the Beltway if they can afford it. Others are totally interested in urban life, and they compete with the other groups."

Kline said boomers who are tired of spending years in the car want a change of lifestyle. Proximity to Metro is important, as they want to enjoy living in the District. They want to go out to restaurants, window shop and be close to things like the gym, dry cleaners and grocery story.

In Northern Virginia, the most walkable and sought-after areas are Ballston, Virginia Square, Shirlington and Old Town Alexandria.

The shift in lifestyles among both boomers and the millennials exacerbates the inventory problem, according to Bonnie Casper, president of the Greater Capital Area Association of Realtors.

"The change in demand and in desirable lifestyles feeds the lack of inventory," she said. "Everybody wants to purchase the same product."

Because demand is not as great for single-family suburban homes outside the Beltway, older boomers may not realize the profits they thought they would when they sell, she said.

"I had clients looking at D.C. condos along the Blue Line. They wanted a two-bedroom in the $550,000 range, Casper said. "For that price, they may or may not get a washer-dryer. They might not get parking. They might not get a second bath. You still have the condo fee. There's a reality check: 'Is that the lifestyle change I want to make, or should I stay in my house?' "

Other areas that have great walkability include downtown Bethesda, Logan Circle, Dupont Circle and Rockville Town Center.

Casper said a recent series of roundtable discussions centered around "Science City," a development planned along Route 28 that is slated to bring in 60,000 new jobs and housing. A development group representing the Johns Hopkins University biotech community made a presentation, Casper said, that showed a picture of Dupont Circle as what they wanted the area to look like after the expansion.

"Montgomery County will look drastically different in the next 10 years," Casper said. "Society is changing its habits, and mass transit is the No. 1 issue."

Most anticipated iOS games of 2013

We?re a week into 2013 and this is already shaping up to be a big year for gaming on iOS. A few of the developers behind these forthcoming games raised funds through successful Kickstarter campaigns.The rise of the crowd-funding service in 2012 also gave rise to a number of developers and games that might not otherwise have had the money to ever see the light of day. So here?s a handful of games that we should be seeing in 2013. These are the reasons you should be excited for gaming on your iPad or iPhone during the next 12 months.

Double Fine Adventure

The game that really blew the doors off Kickstarter last year was Double Fine?s relatively ambiguous project, Double Fine Adventure. We do know that it?s an adventure game, but the record-breaking project ? which raised more than $3.36 million ? mostly was sold on the pedigree Tim Schaeffer and Ron Gilbert, the project?s well-known and hilarious developers.

Schaeffer and Gilbert have received serious acclaim for their work on classic adventure games like The Secret of Monkey Island, and they have a pretty huge, excited fan base (hence the huge Kickstarter bankroll). With all the extra money it earned through Kickstarter, Double Fine promised fully-voiced, mobile versions of Double Fine Adventure. If you?re at all a fan of adventure titles, especially the old LucasArts ones from the 1990s, this should have you very, very excited.

R?publique

Another Kickstarter campaign that received a lot of attention, R?publique is a console-quality, graphically gorgeous game in the making. A stealth-slash-survival horror game, R?publique has players not controlling the protagonist, a woman named Hope, but instead hacking into cameras and electronic systems to help her progress. It?s an interesting concept, to say the least. Check out their video:

R?publique managed to raise more than $500,000 for its Kickstarter campaign, and while we don?t know a huge amount about the game just yet, we do know that it looks gorgeous. It seems like an ambitious project for developer Camouflaj and I can?t wait to see how it turns out. In fact, I backed it on Kickstarter.

Infinity Blade Dungeons

The next installment in the hugely popular Infinity Blade series is called ?Dungeons,? and it sounds like a fundamental rework of the gameplay we?ve seen in the first two titles. That could be a good thing ? as fun as Infinity Blade and Infinity Blade II are, a third, identical installment might make them a bit stale. In any case, ChAIR?s Unreal Engine games for the iPhone and iPad have basically defined mobile gaming up to now and have really showcased what that hardware is capable of, so there?s no lack of excitement over what?s coming up next.

So far, it seems that Infinity Blade Dungeons will be a lot like top-down role-playing titles such as Diablo, and if anything, that should greatly expand the gameplay and capabilities of players. After all, you can?t even walk around in the first two games, so the opportunity to explore Infinity Blade?s lush environments is a welcome one. Hopefully ChAIR isn?t straying too far from the tight combat formula that made the games such hits.

Star Command

One of my favorite PC games of 2012 was an indie title called FTL: Faster Than Light. The game has players commanding a starship from evil forces, but the gameplay involves jumping from location to location and interacting with other ships, dealing with meteor showers, and so on. Players issue orders to a group of crewmen, as well as operate the ship?s weaponry and maintain its defensive shields.

Star Command looks a lot like FTL and seems to play similarly, too. Perhaps there will be a greater emphasis on the game?s narrative. Players command a ship in a sort of Game Dev Story-style simulation game, but you?ll also be sending crewmembers to halt hostile invasions while you battle other ships. If the game manages to capture the feel of titles like Game Dev Story and FTL, it will be a great addition to the simulation genre.

Year Walk

Last year, developer Simogo released Beat Sneak Bandit, a title that was among 2012?s best (if not the best). They also developed the charming Bumpy Road, and with a pedigree like that, the developer?s next title should be on everyone?s radar. That game is Year Walk, and it sounds strange and delightful. Trailers for the game show a trippy, possibly even frightening experience. See for yourself:

The game?s website features a screenshot of a horse in a pond, wearing a suit. With dead eyes. I?m excited about the possibilities. Year Walk is a side-scrolling adventure title set in 19th century Sweden, it concerns things like the occult and alternate dimensions, and it has a great art style.

Of course, there are more great iOS titles on the way not mentioned here, and the great thing about mobile gaming is that there are a lot of surprise hits that will surely land in the iTunes App Store this year.

Cancer Kick ? MelaFind helps detect skin cancer early


Skin cancer accounts for 80 percent of all new cancers in the U.S. It?s preventable and, if caught early, it?s curable. Doctors now have a new way to find it.

Dr. Mark Nestor, a voluntary associate professor for the Department of Dermatology and Cutaneous Surgery at the University of Miami?s Leonard Miller School of Medicine, says catching skin cancer early is key.

?When it?s caught early, it?s virtually 100 percent curable. When it?s caught late, it will kill you,? said Nestor.

Detecting melanoma can be tricky. While some cancerous moles can be easy to spot, many others that are just starting to become dangerous are not.

?What we want to do primarily is never miss anything,? said Nestor.

MelaFind, a new Food and Drug Administration-approved tool, is giving doctors the upper hand.

?The idea here is to have the tools necessary to be able to tell whether or not we should biopsy a legion,? said Nestor.

MelaFind uses a scanner that emits 10 unique wavelengths of light to analyze the various aspects of the mole. In just a minute, it displays a 3-D image of the mole and rates its disorganization as high or low.

?This is the first type of computerized diagnostic aid in this realm that has ever been approved by the FDA,? said Nestor.

In studies, MelaFind was 98 percent accurate in predicting melanoma and reduced unnecessary biopsies by 90 percent.

?We are determining visually in a much better way,? Nestor said.

MelaFind is being used in a few hundred sites across the country. Each session costs $150 to $200, and it?s not covered by insurance.
